Orleans Public Defenders is seeking a talented and motivated programmer to help us build our case management system. The case management system is currently being developed using Cakephp. The position is contract – the hourly rate is dependent upon experience. The Orleans Public Defenders prefers that a candidate be located in New Orleans, but a willingness to travel and telecommute is acceptable.

Required Skills:

- Strong knowledge of web and internet technologies
- 4+ years programming experience, with 2+ years PHP
- Experience with MVC architecture and a development framework,
- Thorough understanding of object oriented programming
- Thorough knowledge of database concepts and principles and MySQL
- AJAX / Async procedure calls
- Excellent organization and time-management abilities
- BA/BS in Computer Science or related field preferred.

Community Outreach/Resources Coordinator

The Orleans Public Defenders (OPD) provides representation to indigent criminal defendants in Orleans Parish. Job Description and Qualifications:

With the dual goals of better addressing the underlying problems facing OPD clients (addiction, mental illness, homeless, etc..) and improving the exchange of information between the OPD and the Orleans community, the Community Outreach/Resources Coordinator will, in consultation with the OPD Director and the OPD’s supervising social worker, initiate and maintain connections with relevant community groups, organizations and individuals; initiate and conduct OPD community outreach events; and identify, expand and maintain a network of viable medical, clinical, substance abuse treatment, educational, vocational, employment and housing-related services available in the New Orleans area to which indigent OPD clients can be referred.

The candidate must have the ability to communicate effectively, both orally and in writing, and to initiate and maintain an independent program with limited supervision.  Experience in program development, community organizing, outreach to low-income communities, and work with community-based social services are all valued.  Skill in using various computer software database, spreadsheet, word processing, and network programs is also considered.

The position is full-time. The salary is dependent upon qualifications and experience.

Social Work Supervisor

The Orleans Public Defenders (OPD) provides representation to indigent criminal defendants in Orleans Parish. The OPD is committed to excellence in the provision of legal services for indigent defendants and client-centered representation that respects the humanity and dignity of those accused of crimes. 

Job Description and Qualifications:

We are seeking a licensed Social Worker to develop and lead our pilot Social Services Division, an initiative to incorporate the provision of social services to our indigent criminal justice clients. The Social Work Supervisor will work with the Director of the OPD to design and develop the Social Services division, will recruit and supervise a team of MSW students performing their field placement with the office, and will provide services to clients him or herself. The Social Work Supervisor and the students will work in teams with attorneys to provide professional, intensive, and/or therapeutic social work services to OPD clients, through the assessment of client needs and the provision of local services at all phases of the criminal justice process including pre- and post-conviction.  Client needs may include evaluations and recommendations for alternatives to incarceration by identifying youth and adult clients with drug addictions, substance abuse problems and mental illness and connecting the clients with therapy, medications and/or treatment programs.  The Social Work Supervisor will also be expected to prepare psycho-social evaluations to identify housing, educational, or other needs and connect clients to local social services.  The Social Work Supervisor will perform other tasks related to the Social Services Division as requested by the Director of the OPD.

The candidate must be a licensed Social Worker and have the ability to communicate effectively, both orally and in writing.  Experience working with local social services delivery systems is highly valued.  As appropriate, experience with social services delivery systems outside Louisiana will be considered, as will knowledge of the local criminal justice procedures following arrest.  The ideal candidate will possess supervisory and administrative experience and will have demonstrated skill in conducting clinical-setting interviews, in determining appropriate referral services/options, and in securing placement for clients with those resources.  Skill in using various computer software database, spreadsheet, word processing, and network programs is also considered.

The position is full-time. The salary is $50,000.

STAFF INVESTIGATOR

Principal Duties: Staff investigators work with legal defense counsel to investigate alleged crimes and possible defenses to those allegations.  Staff investigators are assigned to investigate criminal cases from the time an OPD lawyer enrolls on the case to the time at which trial or sentencing is complete.  Staff investigators also occasionally work on post-conviction issues.  Among other duties, investigating a case may require locating and interviewing witnesses, taking statements from witnesses, performing background checks, surveying and photographing crime scenes, preparing demonstratives for trial, and testifying.  Investigators are responsible for verifying and corroborating information obtained, analyzing that information, and memorializing the information obtained and the results of that analysis in regular reports to OPD lawyers. The position is full-time; no outside compensated investigative work is permitted.

Qualifications Required: Candidates for this position must have obtained a Bachelor’s degree.  Candidates must also exhibit exceptional problem-solving ability, i.e., the ability to analyze problems and identify creative and unorthodox solutions to those problems; the ability to gather, organize, and evaluate data; strong social skills, i.e., the ability to easily and comfortably communicate with strangers; strong oral and written communication skills; and a demonstrated interest in serving disadvantaged populations.

Statement of Qualifications:

All applicants are required to submit a separate, detailed, and concise narrative statement detailing the following, to the extent applicable:


1. Skill in conducting interviews and recognizing, exploring, and exploiting leads (skill need not come  from experience as an investigator);

2. Skill in effective and articulate oral and written communication (skill need not come from experience as an investigator); and

 

3. Any experience in criminal defense investigations, including knowledge and training in the basic principles and techniques of investigation.

Other Requirements: A candidate must have an insured, reliable, and available car and a valid driver’s license.  A candidate with prior criminal convictions is not precluded from applying but must address and specify those convictions in a separate narrative.

Compensation:

Staff investigators will be paid $30,000 per year plus health benefits.

The Conflict Division of the OPD handles cases that the OPD cannot handle due to a conflict of interest.
